The VA is not actually lending the money, it is backing the loans made by VA approved banks and mortgage companies.
The reason VA home loan and veteran home loan refinance programs have such favorable terms is the United State’s way of saying thank you. Before these programs came into existence, veterans had a hard time purchasing their first home. The down payment was a problem for many so the US government stepped in to help these honorably discharged servicemen and women buy a home for their families.
